Chief Don Dingler began his career with the Longview Police Department in 1973 and was promoted to the rank of Chief of Police on February 1, 2011. During his career, Chief Dingler has been assigned to a wide variety of assignments as both an officer and/or supervisor, including patrol, traffic, training, jail services and narcotics. As a command level officer, he has been the Commander in all major components of the Police Department.  Prior to his appointment to Chief of Police he served as the Commander of the Field Operations Bureau which includes Patrol, Traffic, School Resource Unit and the Special Investigations and Apprehension Section.

Chief Dingler is a Longview native and graduated from Longview High School . He received his Bachelor of Science degree in Criminal Justice from the University of Texas at Tyler. He is also a graduate of the FBI National Academy and the Bill Blackwood Law Enforcement Management Institute of Texas.

Assistant Chief Lonnie Smith

Assistant Chief Lonnie Smith

Assistant Chief Lonnie Smith graduated in 1969 from John Tyler High School and then served in the U.S. Navy from 1969-1973. After serving in the Navy, he attended the University of Texas at Tyler and graduated in 1977 with a Bachelor of Science Degree in Criminal Justice. He also has an Associate of Arts degree from Tyler Junior College .

Assitant Chief Smith began his career with the Police Department in March of 1983, was promoted to the rank of Sergeant in 1991and was promoted to Lieutenant in 2004. During his tenure with the department he has served in the Patrol division, Narcotics division, Street Crimes Apprehension Team, and the Investigative Services diviision as a supervisor over the Crimes Against Persons division. Prior to his promotion to Lieutenant, he was the Supervisor over the Crimes Against Persons division. Assistant Chief Smith has served on various departmental committees, has received numerous commendations and was selected by his peers as the “Supervisor of the Year 2003”.

Assistant Chief Smith was promoted to his current rank effective April 14, 2008 and is also a 2007 graduate of the FBI National Academy in Quantico, Virginia.

Assistant Chief Mike Bishop

A U.S. Air Force veteran, Chief Mike Bishop joined the department in July 1989 and has worked as a patrol officer, police area representative, and detective in the property division of the Investigative Services Bureau. Assistant Chief Bishop was promoted to the rank of Sergeant in February 2001 and was assigned to the Field Operations Division working on both the midnight and day shifts as a Patrol Supervisor. He has also served over the Crisis Intervention Negotiations Unit. In April 2003, he was transferred to the Administration Division, Internal Affairs until his promotion to Lieutenant in December 2003. After his promotion to Lieutenant, he served as a Watch Commander, Commander of Special Operations, and Commander over Support Services.

Assistant Chief Bishop is a 1999 graduate of the University of Texas at Tyler with a Bachelor’s degree in political science and a 2008 graduate of Letourneau University with a Masters in Business Administration.  Assistant Chief Bishop is a graduate of the Institute for Law Enforcement Administrations 71st school of police supervision in June 2001and the 42nd Management Command College. Assistant Chief Bishop has been awarded several commendations, including a civic achievement award; meritorious conduct award and he received the “Supervisor of the Year” award in 2002.

Lt. Lloyd Littlefield

Lt. Lloyd Littlefield

Lieutenant Lloyd Littlefield began his career with the Longview Police Department in October of 1976. Prior to joining the Longview Police Department, Lieutenant Littlefield worked as a police officer for the Stephen F. Austin University Police Department while also attending the university as a student. During his career in Longview, Lieutenant Littlefield has been assigned to duties in a variety of areas as an officer, supervisor, and commander. These assignments carried increasing levels of responsibility and include budget preparation, training and recruiting, internal affairs, records, communications, uniform patrol, and criminal investigations. In his current assignment, Lieutenant Littlefield is responsible for the the law enforcement activities associated with the Department's 2nd Watch, or daytime, patrol.

Lieutenant Littlefield received his Bachelor's degree in Criminal Justice from Stephen F. Austin State University in Nacogdoches, Texas. He is also a graduate of the Bill Blackwood Law Enforcement Management Institute of Texas.

Lt. Mike Satterwhite

Lt. Mike Satterwhite

Lieutenant Mike Satterwhite began his career with the Longview Police Department in October of 1976. Prior to joining the Longview Police Department, Lieutenant Satterwhite served as a Military Policeman with the United States Army. During his career with the Longview Police Department, Lieutenant Satterwhite has been assigned to various areas of the department. These assignments carried increasing levels of responsibility and include patrol, traffic, communications and criminal investigations. A native of Longview, Lieutenant Satterwhite graduated from Longview High School. He received his Bachelor of Science degree in Criminal Justice from the University of Texas at Tyler. He is also a graduate of the FBI National Academy in Quantico, Virginia.

In his current assignment, Lieutenant Satterwhite is responsible for the the law enforcement activities associated with the Department's 3rd Watch, or evenings, patrol.

Lt. Ron Buckner

Lt. Ron Buckner

Lieutenant Ron Buckner, a Houston native, began his career with the Longview Police Department in 1982 after graduating from Stephen F. Austin State University with a Bachelor of Science degree in Forestry.  During his career, Lieutenant Buckner has been assigned to several different units.  These units include Patrol, the Street Crimes Unit, and the County Organized Drug Enforcement (CODE) Unit.  He was also assigned to work in the Criminal Investigations Unit as a member of the Repeat Offender Project as well as an Agent assigned to the Vice/Intelligence/Narcotics Unit.  For 11 years, Lieutenant Buckner was assigned as the Department's first Narcotics K9 handler.  Lieutenant Buckner was promoted to Sergeant in 2001 and has served as a Patrol Supervisor on the Midnight and Day shifts.  In 2004, he became the Supervisor over the School Resource Unit.  In November, 2005 he was promoted to Lieutenant and has since served as Watch Commander for Day, Evening, and Midnight shifts.  He currently serves as the Lieutenant over the Special Operations Divisions, which includes the Traffic Section, School Resource Unit, and Warrant Section.  Lieutenant Buckner also serves as the Coordinator for the Peer Support Group and the Honor Guard. 

Lieutenant Buckner is a member of the Coalition for Drug Free Youth and serves on the Martin Luther King Celebration Committee, the Mayor's Task Force on Rail Passenger Facilities, and the Race Relations Committee.  He is a member of the Texas Education Agency's Improvement Planning for Discipline committee as well. 

In 1997, Lieutenant Buckner received a Police Commendation for a significant narcotics seizure and was named Supervisor of the Year.  In 2008, Lieutenant Buckner received a Meritorious Conduct Award for his work with the Police Department's Project Blue Santa, the Police Department's holiday outreach program for disadvantaged youth.  In 2009, Lieutenant Buckner attended the FBI National Academy in Quantico, Virginia.  He is a graduate of the 238th Session. 

 

 

Lt. Carlos Samples

Lt. Carlos Samples

Lieutenant Carlos Samples is a native of Kilgore, Texas and a graduate of Sabine High School. Lieutenant Samples is a veteran of the United States Air Force and a Graduate of the University of Texas at Tyler with a Bachelor of Science in Criminal Justice. While attending UT Tyler, Lieutenant Samples was named a Martin Luther King Scholar. He is also a graduate of the ILEA School of Police Supervision (2001).

Lieutenant Samples began his career with the Longview Police Department in March, 1987, was promoted to the rank of Sergeant in December 2000, and promoted to the rank of Lieutenant in October, 2008.

During his career Lieutenant Samples has served as a Patrol Officer , Field Training Officer, Field Training Sergeant, and District Sergeant in the Patrol Division, Detective in the Narcotics Division, Task Force Officer with the Drug Enforcement Administration, Sergeant of the Planning & Research Section, and Sergeant of the Training & Recruiting Section.

Lieutenant Samples has served on various departmental committees and he has received numerous commendations. He was selected as Outstanding Rookie of the Year in 1987.

Lieutenant Samples is assigned to the Support Services Division of the Opeations Support Bureau.   He supervises police records and evidence room, training and recruiting, and fiscal services.  He is also a Master Police Officer and TCLEOSE Instructor.

Lt. Anthony Boone

Lt. Anthony Boone

Lieutenant Anthony Boone began his career with the Longview Police Department on January 8, 2001. Lieutenant Boone's career thus far has been in the Patrol Division where he has work all three shifts gaining a diverse perspective on the citizens he serves. He has been a Field Training Officer as well as a Field Training Sergeant and also served as an operator on the Department's Special Weapons and Tactics (SWAT) Team from October 2001 until June 2005.

Lieutenant Boone was promoted to the rank of Sergeant in June, 2005 and served as Team Leader/Supervisor of the SWAT team from May, 2007 to April, 2008 at which time he was promoted to Lieutenant.  He is a graduate of the FBI National Academy Class #245 and the Bill Blackwood Law Enfrocement Management Institute of Texas (LEMIT) Leadership Command College Class #66.

Lieutenant Boone has been involved with the Department's Taser program since it's inception and currently serves as coordinator of the Taser equipment and training.

Lieutenant Boone graduated Cum Laude from the University of Texas at Tyler with a Bachelor of Science degree in December, 2000.

Lieutenant Boone currently serves as the Lieutenant over the Criminal Investigations Bureau. He also serves as th Commander of both the SWAT and Crisis Intervention and Negotiations Teams.

Lt. Ben Kemper

Lt. Ben Kemper

Lieutenant Ben Kemper is from Rapid City, South Dakota and the son of native East Texans.  Growing up the son of an Air Force helicopter pilot and parents who served as Southern Baptist Missionaries, Lieutenant Kemper spent most of his childhood moving around the country and Central America.  At the age of 13, Kemper moved to Longview where he graduated from Longview High School in 1993.  Kemper went on to graduate for Sam Houston State University with a Bachelor of Arts in Criminal Justice in Law Enforcement Police Science with a minor in Spanish.

Prior to joining the Longview Police Department, Lieutenant Kemper was the co-owner of a successful landscaping business in East Texas.  Lieutenant Kemper began his career with the Longview Police Department in January, 2002.  During his career, Lieutenant Kemper has served as a Patrol Officer, Field Training Officer, member of the Honor Guard, Bicycle Team and Detective.  In the summer of 2002, Kemper helped develop and teach in the Longview Police Department’s first Citizens Police Academy designed for the Hispanic community of Longview which was taught completely in Spanish.

Kemper was promoted to the rank of Sergeant in September, 2006 where he served as a Patrol Sergeant on Third and First Watches.  In October, 2008, Kemper was selected to serve in the Office of Professional Standards where he served until October, 2010 at which time he transferred to supervise the Special Investigations and Apprehension Unit. 

In November, 2010 Kemper was promoted to the rank of Lieutenant and currently serves as the Watch Commander on First Watch.

Sgt. Laura Samples

Sergeant Laura Samples joined the Longview Police Department in November of 2001. During her time with the department she has served as a patrol officer, bicycle officer, field training officer, and has served on the Academy Advisory Board, Awards Board, and Applicant Interview Board and is a TCLEOSE Instructor.

Sergeant Samples served in the U.S. Army as a Military Police Officer. She served in both Desert Shield and Desert Storm. She graduated from the Denver Paralegal Institute and, additionally, obtained an Associate’s Degree from Kilgore College and a Bachelor’s Degree in Criminal Justice from Fort Hays State University.

Sergeant Samples was promoted to the rank of Sergeant in January 2007 and is now assigned to the Office of Professional Standards.

Sgt Larry Webb

Sgt Larry  Webb

Sergeant Larry Webb has been with the Longview Police Department since 1995. During his tenure with the Department, he has served in several divisions.

In 1998, Sgt. Webb was selected for a position with the Street Crime Unit. While assigned to this Unit, his primary duty was dealing with street level narcotics in areas of the City known for this type of activity. Sgt. Webb's time with the Unit gave him experience working with confidential informants, preparing arrest and search warrants, buy/bust operations and surveillance. Sgt. Webb was also able to establish good working relationships with the citizens of the neighborhoods in which he worked, as well as with the Gregg County District Attorney's Office.

Sgt. Webb served in the Street Crimes Unit for one year until he was selected as a K-9 Officer and assigned to the 4th Watch, which replaced the Street Crimes Unit. As a K-9 Officer, Sgt. Webb became very knowledgeable with use of force issues, search and seizure laws and asset forfeitures. Sgt. Webb also gained valuable experience in conducting vehicle, building and package searches for narcotics. Sgt. Webb, and his K-9 partner, were frequently called upon to conduct narcotic searches for the Gregg County Organized Drug Enforcement Unit and surrounding law enforcement agencies. During his five years as a K-9 Officer, Sgt. Webb made numerous narcotic cases and seizures of property and vehicles from those who trafficked in narcotics. Sgt. Webb also gave countless K-9 demonstrations to citizens and children of Longview area schools.

In 1996, Sgt. Webb was selected as a member of the Special Weapons and Tactics (SWAT) Team. Sgt. Webb served on the entry team until 2003, when he was selected to be a team leader and he currently serves in that position today. As the team leader, Sgt. Webb is responsible for the SWAT entry and perimeter teams; the planning and execution phases of high risk narcotic search warrants and the coordination of the team's activity while involved in critical incidents and callouts. Sgt. Webb has had the opportunity to work in conjunction with federal and state agencies, such as the Federal Bureau of Investigations (FBI), the Drug Enforcement Administration (DEA), United States Marshals Service and the Texas Department of Public Safety while serving federal and state narcotic search and arrest warrants.

In 2005, Sgt. Webb was selected as a member of the Neighborhood Resource Unit of the Longview Police Department, now known as the Special Investigations and Apprehension (SIA) Unit. His duties consisted of investigating street level narcotic and street crimes in areas known for these activities. While in the SIA Unit, Sgt. Webb was also involved in undercover operations that targeted vehicle burglars, prostitutes, and other criminal activity. Sgt. Webb worked with the Harris County Sheriff's Department and the FBI while conducting an investigation on suspects that had committed numerous burglaries in Longview. Sgt. Webb also worked on a notable case with the Bureau of Alcohol, Tobacco and Firearms on a weapons possession case that was prosecuted in federal court. Sgt. Webb also assisted the Gregg County District Attorney's Office to locate felony suspects that had warrants for their arrest. While assigned to the SIA Unit, Sgt. Webb attained a Police Bicycle Patrol certification and holds a current certification for the Department's Police Bicycle Patrol Unit.

Sgt. Webb promoted to the rank of Sergeant in 2006 and as a supervisor has served as the Field Training Officer program coordinator, shift administrative sergeant and as a beat sergeant for District "B" and "C". Officer John Rolls joined the Longview Police Department in April of 1983 as a Reserve Officer and during his service as a Reserve Officer he was recognized as Reserve Officer of the Year.

In September of 1987 he was hired as a full-time Police Officer and has spent his career with the department working in patrol with his first assignment as a Park Patrol Officer. John was also a Police Area Representative for Beat 60 for several years.

John is a member of the Longview Police Department's Crisis Intervention Negotiations Unit and is a member in good standing with the Texas Crime Prevention Association and Texas Association of Hostage Negotiators.

John holds an Associate Degree from Kilgore College and a Master Peace Officer Certificate as well as a Crime Prevention Inspector License issued by the Texas Commission on Law Enforcement Officer Standards and Education.

During his career, John has been awarded the Certificate of Civic Achievement, Unit Commendation Award and Officer of the Year as well as several monthly awards for Community Policing Employee of the Month. In his current assignment as the Beat 40 Police Area Representative, John is responsible for supporting and aiding Beat supervisors within the district and administering the department's crime prevention programs while maintaining a partnership with other community relations organizations and agencies, as well as other similar community groups within the city. He promotes crime prevention by developing and implementing community relations programs in support of the "Community Relations Action Plan" that addresses the community's needs.

John also disseminates information and input from citizens to the appropriate police unit or division. He manages a day to day operation of storefront type activities as required while performing traditional police duties. When called upon, John conducts residential and commercial security surveys and assists in conducting citizen surveys. John schedules daily activities and events and he maintains a list of referral agencies and refers persons with problems to the appropriate agencies within the community as well as performing tasks, services and assignments as instructed by the District Commander.

Officer James Bray joined the Longview Police Department in December of 2006 and was nominated for Rookie of the Year. Prior to coming to work for Longview Police Department, he served over 20 years in the United States Marine Corps. Officer Bray served in patrol for three years.  Officer Bray holds both Intermediate Peace Officer and Special Investigator's Certificates.  Officer Bray holds a Mental Health Peace Officer Certification and is also a member of the Longview PD Bike team. He is also a TCLEOSE instructor and a Certified Passenger Safety Technician.  He was a Field Training Officer for seven months prior to taking the position of Beat 30 Police Area Representative.

Officer Debra Stiles graduated from Hallsville High School in 1996 and attended both Kilgore Junior College and The University of Texas at Tyler. She currently has her Intermediate Peace Officer and Special Investigator’s Certificate.

Officer Stiles joined the Longview Police Department in February 2006. Since then, She was nominated for Rookie of the year.  She received the Officer of the Year and the Life Saving Award.  In addition to serving as the Police Area Representative, she is also currently a member of the Bike Unit.

Officer Stiles is the Department’s liaison with the community. Her duties include the implementation of neighborhood improvement projects specific to Beat 60, including Neighborhood Crime Watch and Citizen on Patrol programs.

Officer Kristie Brian is a 1990 graduate of New Diana High School and received her Bachelor's degree in Criminal Justice from the University of Texas at Tyler in 1996. Prior to coming to work for the Longview Police Department, she served as a Probation Officer for Upshur County Community Supervision and Corrections Department for 7 1/2 years. While there, she supervised adult misdemeanor and felony cases and was the Victim Service's Coordinator for the probation department.  She also served on the Upshur County Crimestoppers Board.

Officer Brian joined the Longview Police Department in October of 2003 and was nominated for Rookie of the Year in 2005. She holds her Instructor Certificate from the Texas Commission on Law Enforcement Officer Standards and Education, Advanced Peace Officers certification, is a member of the East Texas Crime Prevention Association, and an instructor for the Longview Teen Court's anger management program. She served as a Field Training Officer prior to being selected to be the Police Area Representative for District "B", Beat 40 in January of 2007. During her service as a PAR Officer her duties included the implementation of neighborhood improvement projects specific to Beat 40.  Some of these projects included developing adn maintaining Neighborhood Crime Watch and Citizens on Patrol programs. She was also involved in city park safety patrols, prostitution stings, and neighborhood revitalization efforts.  She also coordinates the Women's Handgun Safety program.  She was nominated for Officer of the Year in 2011.

Chris Clayton

Chris Clayton

Officer Chris Clayton joined the Longview Police  Department in February of 1989. While serving as a patrol officer, he was a uniformed Crime Scene Investigator, a member of the SWAT team, and received the Police Commendation Award. Officer Clayton has also served as a School Resource Officer and as a detective in the Criminal Investigations Division. In 1997, Officer Clayton graduated from Louisiana State University in  Shreveport with a Bachelor’s Degree in Criminal  Justice. He has also earned his Master Peace Officer Certificate through TCLEOSE. Officer Clayton has served in the Louisiana National Guard and is a veteran of Operation Desert Storm. Officer Clayton is currently a member of the Crisis Negotiations Unit and the Texas Association of Hostage Negotiators. As the Police Area  Representative for Beat 10, his duties include the implementation of neighborhood improvement projects and working with the citizens to help reduce crime and solve problems in the community.

Misty Ryan

Misty Ryan

Officer Ryan attended Pine Tree High School and Kilgore Junior College before becoming a police officer in 2003.  She holds her Advanced Peace Officer License.  She is also a member of the Honor Guard.  She holds certificates in Gang Awareness Investigation, Advanced Child Abuse, and Sexual Abuse and Family Violence Investigation for Cyber Crimes.  She is trained as a Skywarn Observer and holds a certificate of achievement through FEMA.  She also received a life saving award while working with the Longview Police Department.  She served the citizens of Longview for more than 8 years before transferring to PAR.

Officer Misty Ryan is the Department’s liaison with the community. Her duties include the implementation of neighborhood improvement projects specific to Beat 20, including Neighborhood Crime Watch and Citizen on Patrol programs.

Officer Jeff Hall grew up in Tyler and Graduated from Robert E Lee and attended Tyler Junior College. Officer Hall started his Law Enforcement career in February of 2000. Officer Hall joined the Longview Police Department in November 2008 and served in patrol for three years. Prior to coming to work for Longview Police Department, he worked as a Patrol Officer, K-9 Officer and Narcotics Investigator. Officer Hall holds a Advanced Peace Officer License and Instructor Certificate from the Texas Commission on Law Enforcement Standards and Education.  Officer Hall also serves on the Department's Honor Guard.

Officer Hall is the Department’s liaison with the community in the Beat 50 area. His duties include the implementation of neighborhood improvement projects , including Neighborhood Crime Watch and Citizen on Patrol programs.
