Police Records
The Longview Police Department Records Division is responsible for the collection, storage, maintenance and security of all departmental records, with the exception of personnel, budget, intelligence/organized crime and internal affiairs records. The Records Division also:
- Issues and maintains residential and commercial alarm permits
- Issues and maintains parade permits
- Compiles data in preparation for prosecution, special investigations and for court proceedings
- Coordinates information and inter-divisional communications between investigations and patrol sections, as well as to the public and public entities
- Responds to requests under the Texas Open Records Act
- Processes all accident reports and submits them to the Texas Department of Public Safety
- Processes all mail-in crime reporting forms

THE FOLLOWING PERMITS ARE REQUIRED FROM THE POLICE DEPARTMENT PURSUANT TO CITY ORDINANCE.

PARADE PERMIT
No person shall engage in, participate in, form or start any parade upon any street, park or other outdoor places owned or under the control of the city , unless a parade permit has been obtained. See City Ordinance Chapter 79 for complete requirements.

SECONDHAND DEALER LICENSE
Any person who in the ordinary course of business, engages in the purchase, sale, barter, consignment or trade of used or secondhand goods, wares or merchandise must obtain a secondhand dealer license. See City Ordinance Chapter 70 for complete requirements.

SEXUALLY ORIENTED BUSINESS LICENSE
All owners, clerks, and employees of sexuallyoriented business are required to be licensed to operate or work in said business. See City Ordinance Chapter 58 for complete requirements.

SOLICITOR PERMIT
A Door to Door Permit must be obtained before an individual may go to one or more location within the city in person or by agent for the purpose of vending, selling or taking orders for merchandise or services. See City Ordinance Chapter 70 for complete requirements.

METAL RECYCLING LICENSE
A person may not act as a metal recycling entity or represent to the public that the person is a metal recycling entity unless the person has a valid metal recycling business license. See City Ordinance Chapter 70 for complete requirements.

BURGLAR ALARM USER PERMIT
It is unlawful for an alarm user to operate an audible or visual alarm system without a valid alarm permit for each alarm site. This applies to both monitored and unmonitored systems. See City Ordinance Chapter 70 for complete requirements. Contact the Fire Department for fire alarm applications.

TRANSPORTATION SERVICE DRIVER’S LICENSE
No person may operate a taxicab or other vehicle for hire without having in his possession a current transportation service driver’s license. See City Ordinance Chapter 103 for complete requirements.
Accident Reports
Crash reports may be purchased at the Police Services Window or by mail for $6.00. You may also purchase crash reports online for a fee of $9.00 by going to http://www.longviewpolice.com and choosing
purchase an accident report. In order to purchase a report, you must be able to provide two of the following items:
- date of the crash
- name of the driver of one vehicle
- involved in the crash
- the location of the crash
and include a written request with at least two of the required items listed above and a check or money order for $6.00.

Requests for Information Subject to the Texas Open Records Act:
It is the policy of the Longview Police Department to release certain public records information in compliance with the Texas Open Records Act. The term "public records" is defined by the Act and does not include material deemed confidential by law.
OPEN RECORDS REQUEST
Requests must be made in writing pursuant to the Texas Open Records Act. An Open Records Request Form is available online or at the Police Services Window for your convenience, but any written request will be accepted. Requests will be accepted in person at the police department, by mail, facsimile, or e‐mail.
There may be a fee depending on the volume of documents responsive to the request. You will be notified if a fee is assessed once the documents are identified.
The act does not require a governmental body to create new information, to do
legal research, or to answer questions. The Act makes most government information available to the public, however, some exceptions exist. If an exception might apply to the information you are requesting, we will refer the matter to the Office of the Attorney General (OAG) for a ruling on whether an exception applies.
To reach the OAG’s Open Government Hotline, call toll free (877) 673-6839 (877-OPEN TEX). Hotline staff can answer questions about the proper procedures for using and complying with the Act and can assist both governmental bodies and people requesting information from a governmental body. Hotline staff also review written complaints about alleged violations of the Act. If a complaint relates to charges, contact the attorney general cost rules administrator at (512) 475-2497 or forward a written complaint. Certain violations of the Act may involve possible criminal penalties. Those violations must be reported to the county attorney or criminal district attorney.
