In October of 2001, the Longview
City Council passed a new city ordinance governing burglary and robbery
alarm systems operated at residences and businesses in the City of Longview.
Under this ordinance, alarm users are required to register their alarm
system with the Police Department and to obtain a permit for their alarm
system and to renew that permit on an annual basis. Operating an alarm
system without a permit may result in a fine not to exceed $500. (Note:
The Longview City Council passed a revision to this ordinance on December
12, 2002. The revision excludes governmental units and taxing entities
from the provisions of the ordinance with the exception of the need to
obtain an alarm permit. The revision also removed the annual, permit renewal
fee for all users, except under certain circumstances. The revisions are
included in the copies of the Ordinance available for download below.)
Responses to alarm activations in Longview accounted for approximately sixteen percent (16%) of the total dispatched calls for police service in 2000. Only one percent (1%) of those alarm activations were the result of detectable criminal activity. During the first half of 2001, alarm calls had increased by eight percent (8%) over the same period in 2000 and showed no sign of decreasing. The passage of this Alarm Ordinance was deemed necessary by the City Council in an effort to reduce the inappropriate depletion of limited Police resources caused by the responses to false alarms.
